After all, they have to make sure that their current home and lifestyle conditions are conducive to giving love, attention, and care to a formerly unloved pet.

This is to help reduce the probability of pet owners simply leaving their pets out in the cold, or neglecting them because of an inherent dislike. The expected end result of these rescue organizations is providing safe homes for these pets.
