I have the same problem convincing people that my 13lb. dog loves, loves, loves wearing clothes too. When she hears “get yer sweater!” she runs to stick her head in the neck-hole. She’ll refuse a harness or a leash, if she’s not in the mood for a long walk. So she knows the difference between the two. My guess is small dogs feel chilly in those tiny.low-blubber bodies.Even though, we live in central Texas.
