What quite do you mean by a Dog Rescue Farm…. a Farm is where you produce something surely. Hopefully you are not planning on actually producing dogs.
If you mean a basic rescue then be aware that you need A LOT of money. You will need some kind of permit I would of thought to even keep a certain amount of animals (not sure) but you would also need liability insurance and enough money for veterinary treatment of any dogs you get in.
However, if you are trying to help dogs in need then the more of us that do, the better.
Its almost 1130 on the east coast. Your local animal control should be open and more than able to answer this question for you.
