I wanted to know how adopting a dog work because i wanted to adopt a puppy or at least a dog.

http://petfinder.com/ has dogs up for adoption in your area. As for the policies and procedures, it varies some from shelter to shelter.
Generally you fill out an application. They then check your references. If you turn out good, and have the $ $ , you can adopt an animal.

The adoption process differs based on the place you go. In general though somethings will always be the same. You need to prove you are old enough, or have parents who are willing to help you with the responsibility of a dog. You will need to have a house, or have your landlord’s permission to have a dog. You will need to have a vet, to either confirm your past record with pets, or to ensure you have a vet to take your first pet to. They could also want to have a home visit where the inspect your home to make sure it is ready for a puppy.
I recommend North Shore Animal League; not exactly in the city, but they are the best group around!!! And rescue groups there are familiar with adopting out to city dwellers. So, it isn’t as huge an issue as it is for people living most other places in the country who want to adopt, but don’t have their own house with a gated acre of yard. Good Luck!
